The use of excellence centers as instruments to facilitate the development of enterprises and countries, states and even municipalities through innovation is a mature practice that has had growing application in companies and countries. One can mention the networks of Petrobras, IBM and Airbus among companies and regarding countries, Canada (technology and commercialization) and the United Kingdom (administration. In Brazil, Petrobras applies its own model since 1996 and has decided in 2007 to amplify the experiment by installing the Spaces Centers and Network of Excellence in universities in order to develop and apply the methodology. The first Space was installed at COPPE/UFRJ. The adopted model, the main application examples and the activities to be carried out by the Space are described. The centers and networks are conceived to reproduce the structure in networks that are similar to a fractal as those shown in the front page of this issue.

Evaluation of Carbon Emissions Avoided by the Brazilian Energy Policy in the Road Transport Sector

An evaluation of carbon emissions avoided in the transport sector by fuel substitution in the 1970/2006 period is presented. The substitution of gasoline by anhydrous alcohol in the fuel mixture and by hydrated alcohol and the replacement of gasoline by diesel and natural gas are examined. The equivalent energy concept is used in the substitution of fuels.
